The success of the Outer Banks as a popular tourist destination has led to, among other things, a number of transportation problems. Particularly in tourist season, serious traffic congestion occurs in many areas. In addition, many employers are having problems getting employees to their work locations.
In response to these problems, the Dare County Board of Commissioners formally created the Outer Banks Transportation Task Force (OBTTF) on June 21, 2004. This group of citizens had been meeting informally since January 2004, but they soon realized that professional help would be needed to sort through and prioritize the transportation issues and to find solutions to the problems. The Task Force meets monthly – usually the fourth Thursday of each month. Members of the OBTTF include representatives from both Dare and Currituck Counties, from all six towns in Dare County and many additional citizens who have volunteered their time to work on solutions to our transportation problems.
Soon after it’s creation, the Task Force applied for grant funding from the NC Department of Transportation, Public Transportation Division, in order to engage the services of the Institute for Transportation Research and Education (ITRE) at NC State University. The grant was for a 12-month study project to identify transportation problems, develop potential solutions, and involve the community in the process.
This website was originally established by ITRE to provide a capability for communicating with the community as the study project proceeded. It provided an overview of the study project, information about community meetings, a list of the Task Force members, and ways to provide comments or ask questions. The study project commenced in January 2005 and was completed in February 2006. At its monthly meeting in January 2006, the OBTTF, pursuant to the recommendations of the ITRE study, established five committees to work on solutions to transportation problems on the Outer Banks. They are:
- Future Transportation Organization Committee
- Public Transit Committee
- Transportation Demand Committee
- Bicycle – Pedestrian Transportation Committee
- Traffic Solutions Committee
The work of these committees is discussed elsewhere on the website. Each has specific goals, and more than 75 residents of the Outer Banks have volunteered to work on solutions to problems that these committees were established to tackle. At their meeting on February 23, 2007, the Task Force voted to merge the Transportation Demand and Traffic Solutions Committee.
Currently this Website is maintained by the OBTTF with the assistance of the Dare County Information Technology Department. It has become the vehicle for Task Force Communication and for dissemination of information to the public about Task Force goals and activities, including activities of its five committees.
